Jan Bhagidari/ Social Audit at panchayat level crucial for efficient, transparent & holistic development: DC
DODA, DECEMBER 14: UT administration has taken multiple campaigns/ initiatives wherein administration reaches to the people at their doorsteps to assess the disparities in development, listen to the public aspirations and plan out a holistic programme to address their genuine issues and aspirations.
Block Diwas program is one among them which is held at various designated locations on every Wednesday in district Doda.
This week Block Diwas program was held in Village Hanga, Bhaderwah; Panchayat Changa, Sub Division Gandoh; Panchayat Ghar Kuthyara, Sub Division Assar and tehsil Headquarter Sewa Chiralla, Sub Division Thathri.
Deputy Commissioner, Vishesh Paul Mahajan along with SSP, Abdul Qayoom; BDC Chairperson, Omi Chand; ADC Bhaderwah, Chowdhary Dil Mir; Dy Director Employment, Idrees Lone and other District officers presided over the event at Hanga - a beautiful village in Bhaderwah sub district, where super hit Bollywood, Hindi movie 'Noorie' was filmed in 1979.
People in large numbers attended the Block Diwas and demanded up-gradation of Health and Education infrastructure, besides extension of road connectivity, water and power facilities to the uncovered areas.
They demanded macadamisation of existing roads, execution of works under MGNREGA, replacement of worn out electric poles, among others. The major demands projected by the public are early completion of Panchayat Ghar Building; Link road to Khajar Nag Mandir; Building for Health Centre Hanga; PMGSY Road to Noori Hanga; uUp-gradation of High School Gatha; SRTC Bus service to Hanga and Filtration plant for the area.
Responding to the demands, the DC stressed that the Block Diwas mechanism has been instrumental in bridging the gap between people and administration. He directed the officers to ensure that all grievances raised are resolved, meeting the objective of organizing these public outreach programs. He said that several services particularly related to revenue are being provided online and people should take benefit of this facility.
“The online services have not only reduced the time of delivery but also enforced accountability by creating a mechanism where the responsibility of delay can be fixed on the erring officers”, he added.
Listing the achievements of the administration, he said several works are being implemented by Rural Development for development of the Panchayats. He said it is the responsibility of the public to conduct the social audit of the works and ensure that public money was being spent responsibly and for community benefit.
In other designated locations, the day-long Block Diwas proceedings witnessed projection of public issues by the PRIs and individuals. They demanded augmentation of water supply and electricity, macadamization of roads, meeting dearth of staff in schools and hospitals, upgradation of schools, banking facilities in rural areas, release of pending wages under MGNREGA etc.
The Presiding officers of the Block Diwas gave patient hearing to the issues and demands and directed the concerned officers to prepare a list of issues/grievances raised pertaining to their departments and resolve the same at an earliest.
