 Focus on improving public service delivery & digital inclusion: SF Hamid

ANANTNAG, OCTOBER 17: The Deputy Commissioner (DC) Anantnag, Sayeed Fakhruddin Hamid today chaired e-Governance Conference at Dak Bungalow, here. 

The aim of the conference was to discuss and strategize the implementation of various e-Governance initiatives at the district level, with a focus on improving public service delivery, fostering digital inclusion and ensuring efficient governance. 

The event brought together key decision-makers, representatives from CSCs, government departments and other relevant stakeholders to deliberate upon ways to enhance the delivery of government services to the citizens of Anantnag.

The conference featured several insightful sessions and discussions, where experts and officials presented their ideas and experiences in the field of e-Governance. Topics such as digital literacy, citizen engagement, online services and the use of technology for transparency and accountability were extensively covered. The conference also highlighted the role of CSCs in bridging the digital divide and providing essential services to rural and remote areas.

Vice President CSC, Shahnawaz Rashid presented the PPT on role played by the CSCs in digital race and the online services being provided by the CSCs for rural citizens like Aadhar enrolment and updation, G2C, B2C, financial inclusion services, cash withdrawal, cash deposit, domestic money transfer, DigiPay, PAN, Ayushman Bharat, e-Shram, Vishwakarma, Passport, Insurance, PM-Kisan, e-KYC, PMSYM, electricity bill, water bill and submission of forms of JKSSB, JKPSC, NSP, Meri Mati Mera Desh and other services. 

He also mentioned that there are more than 647 CSC Centres providing all types of online services to common people in each village of district Anantnag. 

Speaking on the occasion, DC  emphasised the need for collaboration between government departments, CSCs, and local communities to bring about a holistic transformation in the way government services are delivered. The event also underscored the significance of leveraging emerging technologies and innovations to enhance governance.

SF Hamid stressed on CSC VLEs and attendees that there should be zero footfall in government offices related to online services within 3-4 months. 

He also stressed the importance of e-Governance in ensuring transparency, efficiency and accessibility of government services. He noted that the conference serves as a platform for sharing best practices and exploring new opportunities for the advancement of e-Governance in Anantnag. 

While interacting with the CSC holders and listening their grievances, the DC directed  the concerned officers for early redressal. He further emphasised the CSC holders to do the job with dedication and honesty and catalyse the process of digitization. 

The DC said that  District Level e-Governance Conference of CSC marks an essential step forward in the journey towards a more digitally inclusive and transparent governance system. The insights gained and discussions held at the conference are expected to catalyze positive change in the way government services are delivered and accessed by the citizens of Anantnag. 

The conference concluded with a resolve to work collaboratively across departments to address challenges and promote the well-being of the residents. 

The conference was attended by ADC, CMO, Technical Director NIC Anantnag, ACR, ACD, DSWO, ACL and CSC holders.

ANANTNAG, OCTOBER 16: Lieutenant Governor Shri Manoj Sinha chaired the District Development Review meeting at Anantnag and took appraisal of the progress of development projects, implementation of Centrally-sponsored & UT Sector schemes and saturation of welfare schemes in the District.

The meeting was attended by Ch Mohd. Yousuf Gorsi, Chairman DDC Anantnag; Sh Vijay Kumar, ADGP Kashmir; Sh Shailender Kumar, Principal Secretary Public Works (R&B) Department; Dr Mandeep Kumar Bhandari, Principal Secretary to Lt Governor; Sh Vijay Bidhuri, Divisional Commissioner Kashmir and senior officers.

The Lt Governor commended the District Administration for its remarkable work in ensuring efficiency, transparency and reliability of public services.

He directed other districts to replicate the Anantnag District Administration’s unique initiative 'Main Bhi Kisan’ to maximise the benefits of Holistic Agriculture Development Programme.

This initiative will lead to greater youth participation in developing agriculture & allied sector and bring a qualitative difference in the sector, he added.

The Lt Governor directed the District Administration to be well prepared for winter season and ensure that the power and road infrastructure is well maintained and suitable for traffic at all times.

Measures of essential items and increased contingency plan for vulnerable areas should be implemented effectively by the district administration and the concerned departments, he said.

He further directed the district officials for special focus on the  disbursement of benefits under farmer-oriented, health and education sector schemes.

The Lt Governor called for making 'Poshan Abhiyan' a Jan-Andolan in order to achieve improvement in key nutrition parameters.

Success of 'Poshan Abhiyan' is based on people's participation. Society should collectively act to generate awareness and work with District Administration for well being, growth and protection of mother and child, he said.

The Lt Governor also reviewed the progress made in diverse sectors and schemes including Tourism, Youth Empowerment, Infrastructure, Sports, Employment generation, Industries, Cooperatives, PMAY, Jal Jeevan Mission, status of Transit Accommodations and revival, restoration and preservation of Architecture and Heritage.

 Sh Syeed Fakhrudin Hamid, Deputy Commissioner Anantnag briefed the chair on the overall functioning of the district administration, and progress made under Centrally-sponsored and UT government schemes and infrastructure projects.

Later, the Lt Governor interacted with various delegations of PRI representatives, Traders, fruit growers, Civil Society members and beneficiaries of various welfare schemes and assured them of appropriate redressal of their issues and demands on merit.

The members of the delegations expressed gratitude to the Lt Governor-led UT Administration for addressing the developmental needs of the people of Anantnag district.

 ANANTNAG, AUGUST 17: The Krishi Vigyan Kendra (KVK) Anantnag today organised amega awareness cum mobilisation programme at village Shangus, here.

The programme was organised under CBBO, Directorate of Extension, SKUAST-Kashmir and National Cooperative Development Cooperation (NCDC), New Delhi, GOI as it is implementing agency for the promotion of FPO, ‘Kashmir Valley Walnut Producer Cooperative Ltd.’, Shangus Anantnag.

Prof. Dil Mohammed Makhdoomi, Director Extension SKUAST-Kashmir was the chief guest on the occasion. He deliberated upon the need to promote FPOs for better marketing returns and emphasized upon mobilising more and more farmers/growers for formation of FPO.

He also spoke about the initiatives taken by GOI and UT J&K for the formation of 10000 FPOs in the country.

Talib Hussain Chaudhary, Chairman BDC, Shangus who was the guest of honour in his address appreciated the organisers for conducting such important programmes for the resource poor farmers and promised to help for such initiatives like for promotion of FPOs at panchayat level.

Earlier, the program began with a welcome address by Dr. Ishtiyaq A Khan, Head, KVK-Anantnag who also assured all the technological backstopping to FPOs on a regular basis for skill enhancement.

The programme was attended by Nodal Officer CBBO SKUAST-Kashmir Dr. Mohammad Iqbal Bhat, Scientists from Directorate of Extension, SKUAST-Kashmir, representatives from NCDC and officers from different line departments (Agriculture, Horticulture, Animal Science, Cooperatives, NRLM) besides more than 150 farmers/FPO members.

DC Anantnag leads Massive Rally

ANANTNAG AUGUST 14: As part of ‘Azadi Ka Amrit Mohatsav’ and under ‘Meri Maati, Mera Desh’ campaign, a mega Tiranga Rally was today organised at Sports Stadium Anantnag.

The rally witnessed massive participation of over 25,000 people including all stakeholders, general public and Youth Club. 

The rally was flagged-off by the Deputy Commissioner (DC) Anantnag, S.F Hamid during a grand ceremony held today at Sports Stadium Anantnag.

The rally started from the Sports Stadium Anantnag and passed through the main town Anantnag and culminated at Ashajipora. Participants were carrying the National Flag and were enthusiastic about their participation in the grand rally. 

During the  rally, people sang patriotic songs of nation and paid tribute to the freedom fighters who have sacrificed their lives for the nation. They took the pledge that they will  leave no stone unturned in making the India the developed nation and will be faithful towards nation. The tiranga which was carried on the heads by people was 950 meter long and and the rally was 1250 meter long, besides  due respect was paid to the tiranga. 

Speaking on the occasion, the DC said that the idea behind the campaign of ‘Meri Maati, Mera Desh’ in general and Tiranga yatra in particular, is to instill the feeling of patriotism in the hearts of people and reminisce the journey of India and those who have contributed towards creating this great nation.

The DC said that in connection with the ‘Meri Maati, Mera Desh’ campaign, multiple events are being organized in the district and many more Tiranga rallies will be held. He congratulated people for their enthusiasm and commitment and urged them to participate wholeheartedly in the upcoming events of ‘Meri Maati, Mera Desh’ programme. 

The rally was attended by  government  officers, officials, PRIs, NGOs, youth clubs, mahila mandals, youth, senior citizens, trade associations, traders, Street vendors and general public, besides they also participated in the pledge ceremony.

Directs Officers to ensure availability of essentials in market; conduct Market Checking

ANANTNAG, JUNE 23: The Deputy Commissioner (DC) Anantnag, SF Hamid today chaired a meeting to review the arrangements for the upcoming celebration of Eid ul Adha.

On the occasion, DC passed a slew of directions to officers for ensuring all necessary facilities to the public including availability of sacrificial animals at designated locations and availability of essentials in the market, besides identification of sites for sacrificial animals.

He further directed to constitute market checking teams to keep prices under control and prevent overcharging by traders to be headed by Tehsildars.

He also directed  for  smooth supply of electricity, water, traffic, sanitation on the eve of Eid-ul-Adha across the district especially at all Shrines including Ziyarat Sharief Kabamarg, Aishmuqam, Bumzoo,  Khiram, etc. Besides, he instructed for the availability of an adequate number of buses during Eid-ul-Adha and identification of specified parking areas.

The DC impressed on placement of Sanitary Workers for cleanliness and sanitation in and around the periphery of Shrines and Eid-Gah’s and other major locations in the district.

He instructed for deployment of teams of doctors and paramedics along with ambulances across all prominent locations.

The meeting was attended by Additional SP, ADC, CMO, and officers of Sheep Husbandry, FCS&CA, SMC, Legal Metrology, Ex. Engineer R&B, BMOs, AD Tourism, E.Os of MCs and officers from line departments.

ANANTNAG, APRIL 07: The Additional Deputy Commissioner (ADC) Anantnag, Dr S.M Ashraf today conveyed a meeting with the bank heads and line departments to discussPMJJBY and PMSBY schemes.

The LDM Jammu and Kashmir Bank Anantnag apprised the chair that under the Pradhan Mantri Jeevan Jyoti Bima Yojna (PMJJBY) the insured is covered with two lakhs at a meagre premium amount of rupees 436 annually and has to pay a premium of rupees 20 under Pradhan Mantri Suraksha Bima Yojna (PMSBY) and will be insured for two lakhs under Accidental insurance cover.

The eligibility for both schemes is 18-50 and 18-70 besides over 13 crore beneficiaries already stand enrolled under PMJJBY and over 29 crore beneficiaries are enrolled under PMSBY, he added.

In this scheme once the beneficiary is added after that Auto debit of premium from subscribers’ starts, to avoid the lapsing of the insurance policies, added the LDM.

The BDOs and other line officers raised some queries regarding the formalities which were cleared by the bank heads.

ADC while speaking on the occasion said that the unorganised working classes of different sectors which are not able to pay the premium of the scheme of life insurance and are at high risk must get enrolled in the scheme to avail the benefits.

He said the government has launched these schemes keeping the layman's earnings in view and his dependents and directed the bank heads and line departments to enroll all the eligible beneficiaries under these schemes. The bank and BDOs were directed for cooperation and conducting of awareness camps at panchayat level and for enrollments.

The meeting was attended by the programme officer ICDs, ACD, ACP, ACL, BDOs and bank heads of JKB, SBI, EDBI and other banks.

 MVD Anantnag launches major crackdown to check violations by school buses and passenger vehicles

ANANTNAG, APRIL 07: A team of Motor Vehicles Department (MVD), headed by ARTO, Anantnag Dr Mohammad Zubair, today laid special nakka at different locations to check violation of the various visible offences under Motor Vehicles Act, 2019 and Central Motor Vehicles Rules 1989.

During the checking, nearly 40 school buses were checked and 15 school buses were booked/ challaned for various offences such as diversion of route permit, carrying students in private vehicles, carrying excess students in school buses, plying without fitness, without permit and without Speed Limiting Device.

Some school buses which were plying without registration numbers were seized by the department.

Various Mini Buses which were found plying against route permit and carrying students were also checked and their Route Permit were recommended for suspension.

The enforcement wing of the MVD, Anantnag has decided to introduce a checking schedule to inspect school buses and other vehicles transporting school students. They have decided to stick to the checking schedule in the backdrop of the recent instructions passed in the District Road Safety Committee meeting headed by Deputy Commissioner Anantnag to strengthen the inspection of school vehicles.

Though GPS and Speed governor are mandatory for school buses many school vehicle drivers tamper with these safety instruments, said ARTO Anantnag. Many of the school buses are yet to install GPS and GPS is not functional in many buses, he added

The enforcement wing of the MVD has also introduced a checking schedule for other vehicles. The aim is to reduce road accidents in the district and safety of school going children with the strict implementation of laws. It was given that different types of offences will be checked during special drives on different days.

ANANTNAG, FEBRUARY 06: The Agriculture Department Anantnag today launched orientation cum training calendar and conduct of training programs at the District level under holistic development of the Agricultural Sector.

The event was organized by Chief Agriculture Officer Anantnag at DAK Bunglow Khanabal, here.

Chief Agriculture Officer (CAO) Anantnag, Aijaz Hussain Dar appraised the participants about the Holistic Agriculture Development Plan which covers 29 projects of Agriculture and Allied sectors with budgetary support of Rs 5013 crores. The orientation and Training at District level has been embarked with the aim to create awareness and build confidence among all stakeholders of the district.

CAO appraised that there is a need for sustainable intensification towards a bio-resource based economy (bio-economy) that can have scale, returns as well as sustainability. He said such a system is expected to transform the farm economy of J&K from subsistence to self-reliance and create equitable opportunities for livelihood, employment and market economy.

Dar said this warrants a holistic approach for diversifying agricultural product portfolio that adds value, creates demand and generates employment.

The strategic climate and bio-resource diversity can be harnessed by enabling policy support systems that focus on use of technology, knowledge and capital investment through promotion of secondary agriculture, value addition and processing, diversification, market linkages, capacity building and resilience of farming systems, he said.

The CAO said that the approach is in line with the policy of doubling farmers income that is based on four important pillars viz., sustainability of production, value for farm output, strengthening of extension services for outreach and building & enabling agriculture to operate as an enterprise.

Officers from different departments of the district including Project Coordinator KVK Anantnag, Chief Animal/ Husbandry Officer Anantnag, Chief Horticulture Officer Anantnag, District Sheep Husbandry Officer Anantnag, District Floriculture Officer Anantnag, District Sericulture Officer Anantnag and Area Marketing Officer Anantnag attended the programme.  Besides, the technical staff of the departments also participated in the program.

 ANANTNAG, JANUARY 25: Divisional Commissioner (Div Com) Kashmir, Pandurang K Pole today inaugurated the Clock Tower at Anantnag which was illuminated in the tricolour on the occasion.

The Div Com appreciated Municipal Council Anantnag and R&B Anantnag for completing the clock tower within the stipulated timeline. He lauded the efforts of Deputy Commissioner Anantnag towards face-lifting the town. He congratulated people on the fresh spell of fresh snowfall and for the upcoming 74th Republic Day.

ANANTNAG, JANUARY 25: Block Diwas was today held at Dachnipora and Anantnag blocks of the district.

At Dachnipora, the event was presided over by Additional District Development Commissioner (ADDC) Anantnag, Bashir Ahmad Wani who gave a patient hearing to the large gathering of people at the event.

The ADDC directed the officials from various departments to ensure time bound redressal of registered grievances.

The event coincided with celebration of National Voters day and the ADDC spoke about the importance of various institutions in a democratic setup and the duty of the citizens to play an active role in the electoral process.

Additional Deputy Commissioner Anantnag Gulzar Ahmad Bhat presided over the Block Diwas at Block Anantnag.

The ADC listened to the grievances aired by the people. He issued on spot directions for redressal of same. A pledge under BBBP programme was also administered here.

The ADC also administered a pledge to the people present pledging to be active participants in the electoral process and responsibly use their power to vote.

The event at both places saw a large gathering of people and officials from various line departments along with concerned PRIs were present on the occasion.

ANANTNAG, JANUARY 24: An event was today organized by the District Social Welfare Department Anantnag to celebrate National Girl Child Day at Govt College for Women, Anantnag.

The event marked the culmination of the Girl Child Week being celebrated in the district under the aegis of ‘Beti Bachao Beti Padhao’.

Speaking on the occasion, Secretary DLSA, Mir Wajahat highlighted the importance of creating awareness in the society about the importance of girls. He said that strict legal provisions are in place to prevent sex determination prior to birth. He said that girls have proven their mettle in every field and there is no rational basis for gender bias.

Principal, GCW Anantnag and District Social Welfare Officer Anantnag also highlighted the role of girls in the society.

DSWO Anantnag giving a brief about the achievements of the department under ‘Beti Bachao Beti Padhao’ said that this year the Male Female ratio has improved by 22.7 per thousand males. He said the dropout rate of girls is on the decline and enrolment at the secondary level is increasing.

He said that there has been significant improvement in institutional deliveries, ANC registrations and coverage under Menstrual Hygiene Management.

Several girls were felicitated on the occasion.

The event was attended by staff and students at GCW Anantnag among others.

 ANANTNAG JANUARY 23: The Deputy Commissioner (DC) Anantnag, Dr Basharat Qayoom today felicitated the qualifiers of Jammu and Kashmir Combined Civil Services Examination, 2021.

Dr Basharat while interacting with the qualifiers congratulated them and said that the result is a manifestation of their hard work and dedication. He impressed upon them to work with utmost sincerity and integrity towards the service of the people. He shared his own experiences and exhorted them to put their best efforts.

The DC said that the qualifiers are a beacon of light for their peers and youth of today who shall follow in their footsteps. He said they have set a way forward for others and he is confident that the youth of Anantnag have the capability to excel in any field.

Among the qualifiers felicitated were Aeshal Nisar Dalal of Janglat Mandi, Yawar Nisar from Liver Pahalgam, Afeer Jalal from Lal Chowk and Mohammad Muneeb Bhat from Mir Danter Anantnag.

ANANTNAG, JANUARY 21: The District Administration Anantnag has removed encroachment on more than 4200 kanals of state/ kahcharai land in the last three days, totaling more than 40000 kanals of land retrieved so far from encroachers in the district.

Speaking on the occasion, Deputy Commissioner (DC) Anantnag, Dr Basharat Qayoom said that encroached lands in various tehsils have been identified and the anti-encroachment drive shall continue in full force. He said that focus is on retrieving large chunks of encroached land which can subsequently be utilized for public purposes. He said that nearly 50% of the encroached land stands retrieved and another 50% will be retrieved soon.

Giving details, it was given out that in tehsil Anantnag nearly 1600 kanals of state land and 1550 kanals of Kahcharie land has been retrieved. Similarly, in tehsil Bijbehara, 2887 kanals of state land and nearly 1511 kanals of Kahcharie land have been retrieved till date. The teams of revenue officials, led by Tehsildars are continuously removing encroachments and the remaining encroachments will be removed in the coming days.

It is in place to mention that in the last two days, nearly 950 kanals of Kahcharie land and 500 kanals of state land have been retrieved in Anantnag sub division alone.

In Pahalgam sub division, nearly 7300 kanals of state land and around 4000 kanals of kahcharie land have been retrieved. In Kokernag sub division, more than 2100 kanals of state land and nearly 2000 kanals of Kahcharie land have been retrieved. In sub-division Dooru, 5500 kanals of state land and 5400 kanals of Kahcharie land have been retrieved from encroachers.

The DC appealed to people to cooperate with revenue officials in removing encroachments. He said that directions have been passed to revenue teams to ensure that notice boards are displayed on retrieved lands. He said that he has also issued directions for initiating legal action against anybody obstructing the functionaries from performing their duties.

It is worth mentioning here to mention that 305 kanals in tehsil Pahalgam, 389 kanals in tehsil Bijbehara and 336 kanals in Tehsil Kokernag were removed in a single day.

Visits Janglat Mandi, MCCH Anantnag, stresses on round the clock availability of doctors, paramedics

ANANTNAG, JANUARY 14: The Additional District Development Commissioner (ADDC) Anantnag, Bashir Ahmad Wani today conducted a whirlwind tour of Anantnag town to take stock of the Snow clearance in the interiors of the town.

The ADDC visited MMABM Hospital Janglat Mandi and MCCH Anantnag. He visited the admitted patients in the wards and interacted with them regarding the availability of doctors and medicines.

He also checked the rosters and stressed on round the clock availability of doctors and paramedics and essential medicines for the patients. He called for strict adherence to the issued roster.

Wani also visited the KPDCL workshop at Lazibal and inspected the functioning. He inquired regarding the availability of buffer stock and called for replacement of affected DTs within the stipulated timeline.

The ADDC also inspected several interiors of the town to take stock of the Snow clearance operations.

 No major disruptions, men and machinery working continuously to ensure convenience to common people: Dr Basharat

ANANTNAG, JANUARY 13: Following the first Snowfall in the district and accumulation of almost 1ft in some areas, Snow cutters were deployed across the length and breadth of the district to ensure all roads were operational and no major disruptions in services were witnessed.

Deputy Commissioner (DC) Anantnag, Dr Basharat Qayoom conducted an extensive tour of various areas. He visited Govt Hospital Janglat Mandi and Sub District Hospital Bijbehara and interacted with the staff and patients. He directed the hospital officials to ensure round the clock availability of medical personnel.

Dr Basharat also visited the KPDCL workshop at Bijbehara. He directed the officials to ensure that any outages in transformers must be restored without any delays. He said that electric outages must be minimised and the department should ensure time bound replacement of transformers, wherever required.

He also visited the Snow Control Room of the Mechanical Engineering Division. It was informed that Snow clearance operations are underway in all parts of the district with special focus on calls for emergency assistance.

The officials informed the DC that P1 roads and access roads to medical facilities are being cleared on priority.

Dr Basharat said that men and machinery have been deployed and Snow clearance operations are underway. He said that due to continuous Snowfall, roads are slippery and people should exercise caution when travelling. He said that he is personally monitoring essential services and there have been no reports of major disruptions and power outages due to faults being addressed swiftly by response teams on the job.

He said people can reach the District Administration on the control numbers circulated for assistance. All control rooms are functioning and calls for help are being addressed. He said every effort is on to ensure minimum disruption to people.

The DC was accompanied by ADC Anantnag among other officials.
